The World Justice Forum V took place on July 10 – 13, 2017 in the Hague, Netherlands. It was organized by the World Justice Project, an independent multidisciplinary organization, in cooperation with Microsoft Corporation and American Bar Association. The forum attracted 400 delegates from 75 countries, among who were practicing lawyers, current justices of the Supreme Courts, Stanford law school dean, ombudsmen and other representatives of the legal profession.
On the final day of the forum, 10 participants selected out of 400 presented their proposals on projects to strengthen the rule of law in their countries. The person who won the votes of the organizers and all participants of the forum was declared the winner. We are pleased to announce that the prize was awarded to Ermek Mamaev a Kyrgyz national and a lawyer of Kalikova & Associates law firm, who presented a project to strengthen the rule of law in Kyrgyzstan.
The World Justice Project releases the World's Rule of Law Index (The WJP's Rule of Law Index). This Index was introduced in 2010 and measures a country’s achievements in promoting the rule of law. The 2016 Edition expanded coverage to 113 countries with Denmark remaining the highest-ranked country in rule of law while Venezuela is the weakest performer among all the 113 indexed countries. Kyrgyzstan ranks 83-rd.
From the 16th to the 20th of June 2017, Mr. Ermek Mamaev, a lawyer of Kalikova & Associates took part in the first Youth Regional Workshop on Water in Central Asia.The workshop took place in the Swiss Pavilion at Expo Astana 2017: Future Energy.
The workshop was attended young experts from the Central Asian region, including the representatives from the Islamic Republic of Afghanistan, the Islamic Republic of Pakistan and the Republic of Korea. The workshop was organized by the International Secretariat for Water and Swiss Agency for Development and Cooperation and held under the theme "Innovative solutions to water issues in Central Asia: challenges and contributions of young people".
The participants of the workshop met with experts and diplomats from Europe and Canada, including the former President of the Swiss Confederation, currently Swiss Federal Councillor Mr. Didier Burkhalter, who discussed with the participants of the workshop various problems in the water sector and their solutions.
As a result of the workshop, young experts developed their own vision and solutions for Water in Central Asia, which were presented to the official representatives of all Central Asian states during the Blue Peace Central Asia Conference in Astana on July 20, 2017.
Nurbek Sabirov, Partner of Kalikova & Associates, prepared a handbook on arbitration “Concepts and legal regulation of arbitration in the Kyrgyz Republic”, which was published as part of USAID and IDLO project on strengthening the justice system in the Kyrgyz Republic.
The handbook was developed based on practical experience for the training of arbitrators of arbitration courts under the support of USAID and IDLO.
Nurbek Sabirov is an advocate and acting arbitrator of the International Court of Arbitration under the Chamber of Industry and Commerce of the Kyrgyz Republic, arbitrator of Riga International Commercial Arbitration Court and arbitrator of the Georgian International Arbitration Centre (GIAC).
On May 24, 2017, Kalikova & Associates representatives, Ulan Tilenbaev, Managing partner and Ermek Mamaev, lawyer, participated in English Law Day Forum in Almaty, organized by the Law Society of England and Wales in partnership with the Kazakhstan Bar Association and the British-Kazakh Law Association. The Forum covered the latest legal news from England and Wales, transactional update – current market trends in M&A transactions and current market trends in international litigation and arbitration. The Forum brought together legal practitioners from the Great Britain, Russia and the Central-Asian region.
The Forum served as an excellent platform for discussing topical legal issues and strengthening partnerships among multiple jurisdictions.
The 6th Annual Ak Ilbirs National Film Award ceremony took place at Manas cinema theater on April 14, 2017. The awarding ceremony took place after the demonstration of films shot in 2016 and nominated in 2017. The demonstration of nominated films was held at Chingiz Aitmatov Cinema House in late March. The jury included the members of the Union of Cinematographers of the Kyrgyz Republic. Based on the voting results, A Father's Will, a film directed by Bakyt Mukul and Dastan Zhapar Uulu, was announced as the best film of 2016. It previously won a number of prestigious foreign movie awards.
The Path to Mother, Kazakhstan, won Ak Ilbirs award in the category “The best film in Central Asia”.
The prize for an outstanding contribution to the National Cinematography was awarded to writer and Academician of the National Film Academy of Kyrgyzstan Mr. Mar Baydjiev.
The prize for an outstanding contribution to the World cinema was awarded to Film Director Hodjakuli Narliev.
The 6th Annual Ak Ilbirs National Film Award was established to recognize the best achievements in the cinema in the country and to stimulate the artistic growth of national cinema in all areas of filmmaking.
Kalikova & Associates is a partner of this award and for 5 years has been coordinating the work of the jury and carries out counting of votes to determine the winners.
On April 6, 2017, Bishkek was visited by an Austrian business delegation headed by Mr. Michael Angerer, Director of the Department of Foreign Trade with Eastern Europe and Central Asia of the Austrian Federal Economic Chamber.
The main purpose of the visit was to expand and strengthen the trade and economic relations between our countries. The meeting was held with the participation of state and private companies in different sectors of the economy and was organized with the support of the Chamber of Commerce and Industry of the Kyrgyz Republic.

The lawyer of Kalikova and Associates, Albina Rakhmidinova, took part in the international seminar "Public-private partnerships legislative developments in the CIS countries and beyond” held in Moscow on 24th of March 2017. The seminar was organized by the European Bank for Reconstruction and Development (EBRD).
Within the framework of the event the participants reviewed the experience of PPPs in Kazakhstan, Ukraine, Russia, Serbia and Belarus given the latest legislative developments in the field of PPP. During the seminar key features of preparation and implementation of PPP projects, as well as CIS Model Law on PPPs and the commentary to it, were considered.
Albina Rakhmidinova made a presentation on a subject "PPP pilot projects in the Kyrgyz Republic and draft amendments to the PPP Law of the Kyrgyz Republic", and shared information on pilot PPP projects in the Kyrgyz Republic, K&A experience in these projects and forthcoming changes to be made to the PPP Law in the Kyrgyz Republic.
