On February 18 and 20, 2013, the Ministry of Economy of the Kyrgyz Republic, with support from the USAID in the Kyrgyz Republic within the REFORMA project, and the Consortium for development of draft of medium and long-term Strategy for promoting mining industry of the Kyrgyz Republic of which K&A is a member, organized series of seminars on«Mining Industry in the Kyrgyz Republic: Geology, Economy, Legal Regulation and Development Perspectives» for members of the Jogorku Kenesh, ministers and departments.

During the events, experts provided general information about mineral reserves, methods of their evaluation, opportunities and threats of the mining industry, as well as shared positive and negative international experience in mining industry regulation.
The events concluded with a discussion in which experts answered the participants’questions .

From February 11 to 20, K&A junior lawyer Azima Bokoshova took part in the professional training on “Public-Private Partnership: theory, legislation, practice (case study of social infrastructure objects)”, organized by Public-Private Partnership Development Institute, Public-Private Partnership Development Center and St. Petersburg State Polytechnical University.

Among the issues addressed within the framework of the professional training were the PPP theoretical framework, legislation, taxation and accounting aspects, issues surrounding financial modeling and risks analysis in PPP.

15 February 2013

On February 15, 2013 K&A congratulated the winners of the Scholarship Program «K&A Scholarship 2013». The winners were awarded certificates and monetary prizes of 10,000 soms. Besides, the winners were awarded the opportunity to take an internship in our firm.

Scholarships were awarded to:
• Kurmanzhan Dastanbek kyzy (AUCA). In her competition essay Kurmanzhan explored the problems of validity of electronic contracts in Kyrgyzstan;
• Bolot Kasabolotov (KRSU). His competition essay was devoted to the nature of investment agreements using the example of one of the deposits of mineral resources;
• Sultan Tolomushev (AUCA), who explored in his essay such institutes of civil law as novation and compensation.

The opportunity of taking internship in K&A was also awarded to a KNU student Burul Faridinova, who explored the problems of the franchising agreement. The annual Scholarship Program being an old tradition of K&A is aimed at supporting the new generation of talented lawyers in Kyrgyzstan.

The roundtable on strategy of mining employees education was held by K&A and its partners on February 2, 2013 in our conference room.

The discussion was attended by the representatives of the Ministry of Education of the KR, professors of the leading universities educating specialists in geology and mining, the Inter-sectoral training center of the State Agency for Geology and Mineral Resources under the Government of the KR and the mining companies.

The participants of the roundtable made recommendations on the need to create the platform for exchange of information and opinions among academic and educational institutions and mining companies, to establish legal requirement of making deductions from the mining auctions to fund educational needs and educate qualified personnel, revising and developing new standards of education, creating internships opportunities for students in the companies, promoting the sector in general and specific specialties in the country.

The proposed recommendations will be used when drafting the medium- and long-term development strategy for the mining industry of the KR.

The roundtable was organized by the Ministry of Economy of the KR with support from the USAID REDORMA project and the Consortium for the drafting of the medium- and long-term development strategy for the mining industry of the KR of which K&A is a member.

Discussion of taxation and investing issues in mining was held on January 29, 2013 in Hyatt Regency Bishkek hotel. The roundtable on distribution of benefits between miners and the state: taxation and other mandatory fee issues in mining» was organized for the purpose of developing recommendations in the area of mining taxation for optimization of tax system with the account of medium-term and long-term development perspectives of the Kyrgyz mining sector. The discussion was attended by the representatives of government authorities, tax experts and mining business communities.

The discussion resulted in recommendations for improvement of mining taxation which will be taken into account when developing the draft of the mid-term and long-term Strategy for promoting mining industry of the Kyrgyz Republic.

The roundtable was organized by the Ministry of Economy of the Kyrgyz Republic with support of the USAID REFORMA project and Consortium for development of draft of mid-term and long-term Strategy for promoting mining sector in the Kyrgyz Republic, of which Kalikova & Associates law firm is a member.

15 December 2012

From 12th through 15th December 2012, the Kyrgyz Republic was visited by the Mongolian delegation headed by the Chief of Staff of the Presidential Executive Office. The main purpose of the visit was to enhance cooperation between the two countries. In the course of negotiations, the parties shared opinions about the issues of public administration, judicial system, and status and regulation of the mining industry in Mongolia.

Aicholpon Jorupbekova, a partner and head of the Mining Law practice, took part in the meeting of the Mongolian delegation with the National Institute for Strategic Studies and State Agency for Geology and Mineral Resources under the Government of the Kyrgyz Republic. The participants of the meeting shared their opinions and experiences in the mining law reforms and promotion of investment.

11 December 2012

On December 11 and 12, 2012, Senior Partner Gulnara Kalikova took part in the Master Class «Public-Private Partnership in CIS: Best Practices», held in Moscow, the Financial University under the Government of the Russian Federation. The master class was arranged by the United Nations Economic Commission for Europe, Vnesheconombank Public-Private Partnership Directorate and the public-private partnership chamber of the Financial University under the Government of the Russian Federation. The master class participants from the CIS countries shared their experience in promoting PPP and discussed training in PPP issues.

On December 3, 2012, К&А Senior Lawyer Magomed Saaduev took part in the training workshop on evaluating efficiency of corporate governance in companies that was organized by the International Finance Corporation.

Among the issues addressed at the workshop were the methodology, criteria and methods of evaluating efficiency of corporate governance, as well as experience of a number of European countries in introducing principles of good corporate governance.

On November 29, 2012, Кalikova & Аssociates Managing Partner Ulan Tilenbaev took part in business lunch «Energy and Mineral Industry in Russia and CIA Countries: Legal Aspects», organized at the initiative of CIS Leading Counsel Network. Ulan Tilenbaev made a presentation on hydro energy.

Within the framework of the event, the representatives of law firms from Russia, Ukraine, Belarus, Kazakhstan, Kyrgyzstan and other CIS countries discussed peculiar features of energy and mineral industry regulation in their jurisdictions.
