On September 30, 2010 Kalikova & Associates Managing Partner, Gulnara Kalikova took part in the first forum “Legal Business. Central Asia”, held in Almaty, Kazakhstan. The event was attended by 60 representatives of law firms from Kazakhstan, Russia, Ukraine, and Uzbekistan. Kalikova & Associates, the Ministry of Justice of the Kyrgyz Republic and State Registration Office under the Government of the Kyrgyz Republic have joined efforts to make and distribute leaflets on how to recover documents lost during June 2010 unrest in south of the country.

Financial support of the campaign was provided by the Mission of the International Organization for Migration in the Kyrgyz Republic. Assistance in distributing leaflets was provided by the representatives of the American Bar Association Rule of Law Initiative.

The purpose of leaflets is to provide information on how to recover the lost documents relating to civil status (certificates of birth, marriage or divorce), personal identification documents (ID card, passport), documents of title to real estate, and constitutive documents of legal entities.

Issued in the Russian, Kyrgyz and Uzbek languages, leaflets contain clarifications of the procedure for recovering lost documents and contact details for local offices of the Ministry of Justice, State Registration Office and representatives of the American Bar Association where leaflets are available.

Global Renewable Energy Guide 2010 provides overviews of renewable energy sectors of 38 countries of the world including Kyrgyz Republic and addresses government regulation of renewable energy sector in different countries, legislative incentives to renewable energy facilities, and some statistical data related to renewable energy. On January 26, 2010, the Ministry of Economic Regulation of the Kyrgyz Republic in cooperation with the Secretariat of the United Nations Economic Commission for Europe (UNECE) organized a training Workshop on Public-Private Partnerships (PPPs) at the Business Center “Russia”.

The workshop was organized with the support of Secretariat of Business and Investment Development Council under the Government of the Kyrgyz Republic, Kalikova & Associates Law Firm, which is one of the founders of the Public Foundation “PPP and Investment Promotion Center”, International Financial Corporation (IFC), German Technical Cooperation (GTZ) and Japan International Cooperation Agency (JICA).

The specially invited UNECE experts and expert from Kazakhstan PPP Center presented the essentials of PPPs, peculiarities of implementing PPP projects and shared with their experience related to implementation of PPPs in foreign countries in diverse sectors of economy. The Managing Partner of Kalikova & Associates, Gulnara Kalikova, made a presentation on “Legal Regulation of PPPs in the Kyrgyz Republic”, and told about current legal framework on PPPs, drafting a new PPPs Law and importance of drafting high quality legal framework for the implementation of successful PPPs projects in Kyrgyzstan.

About 100 representatives of the state, municipal, private sectors, business associations, international organizations and non-governmental organization took part in the workshop. All of the participants considered it necessary to further develop PPPs in Kyrgyzstan to improve the quality of management, operation and maintenance of infrastructure facilities.
